The CMO has overall responsibility for planning, evaluation, and management of PACT and PCP operations within the assigned CBOC in order to ensure fidelity to the PACT model, facilitate an environment of characterized by collaboration and effective care coordination for care delivered by the program, and overall delivery of health care within the facility. They interpret a wide variety of data and process data related to program planning and the specialized needs of the Veteran, the service, and the healthcare center. Toward this end, he/she must develop and maintain effective collaborative working relationships across multiple disciplines and services throughout the health care system and the Quadrad as well as represent Primary Care at the facility, VISN, and VACO level as appropriate. At the CBOC level, the incumbent is responsible for planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing PACT operations for the EPVHCS. The incumbent ensures that assigned Physicians are aware of and adhere to all local policies and procedures, VHA Directives, Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing and accreditation bodies. They advise leadership on policy implications, key issues, and relationships to both internal and external interest groups, and recommend courses of action. They maintain interdepartmental relations with other services to accomplish the medical center's goals. The CMO coordinates and negotiates resolutions to complex problems. They may prepare special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for the medical center leadership, which may be highly sensitive, confidential, and of a complex nature, as requested. The incumbent also provides direct clinical services for a portion of his/her time. In addition to the aforementioned, the CMO functions as a subject matter expert and leader within the health care system on issues that relate to the PACT operations.
